I do not, however, regard the general situation as being as satisfactory as might be inferred from your telegram under reference. While the operation of the Immigration Control measures has so far been more effective than anticipated, the attitude of the Chinese authorities on the border is an uncertain factor and may change for the worse at short notice. I trust that you will appreciate that although I agree that it may be possible to defer large scale implementation for some time, I cannot preclude the possibility of having to seek your concurrence in implementing it in some degree at very short notice if a sudden deterioration in the security situation warrants this course.
