I agree with your arguments in para,2,
especially in view of recent events in the Korea
theatre. I also note in para. 2 of your telegram
No.802 Secret that general atmosphere along frontier
is slightly more hostile. In view of this you
may implement the Ordinance without further reference
to me provided that you are advised by your military
and police Advisers and those responsible for
security, that the security situation makes it
essential that the Ordinance should be applied
forthwith. I assume also that you would inform
me immediately this course becomes necessary.
