Expulsion of Undersirables Ordinance.
It has now become essential on security grounds to reduce the swollen population of Hong Kong by all means possible. I therefore, consider it necessary to implement the Expulsion of

Undesirables Ordinance 1949. It will be used not for wholesale expulsion but for getting rid of those undesirables who would otherwise escape deportation under the Deportation of Aliens Ordinance 1935.
