Government will not, however, normally

approve the charging to approved annual expenditure of

interest on loans raised to defray the school's contribution

of half the cost of new buildings, of major repairs, or of new furniture and equipment, nor will Government normally make interest free loans for this purpose.

OTHER CHARGES.

32.

The expenditure on Other Charges shall be estimated

at the same rates as normally allowed for Other Charges in similar Government Schools, and shall be approved in advance

by the Director of Education. Approved expenditure on Minor

Repairs of Building and Equipment, Water Rates, and Auditors

Fees, may be included in Other Charges.

If any Grant School Manager or Committee of

Management decide to insure the school premises against fire,

half the premium paid on the full value of the Grant School

property may be approved in annual recurrent expenditure under "Other Charges".

33.

(i) Instead of having expenditure on Other Charges estimated and approved in advance according to the provisions

of par. 32, schools may elect to receive an annual Block Grant

to cover all Other Charges. This grant shall be calculated at the rate of $15 for each pupil in the school, plus a sum of $5,000 if the school curriculum includes a full School

Certificate Course or any alternative course which has the approval of the Director of Education; in no case, however, shall the total Block Grant for Other Charges exceed $20,000. For the calculation of this grant the number of pupils shall financial be taken as the average daily attendance of the previous year.

A separate account shall be kept of the expenditure of the Block Grant. If in any year the expenditure on Minor Repairs is below the average, a reasonable part of the Block Grant shall be set aside to meet the cost of future repairs. If a school with a credit balance in its Block Grant account reverts to the approved expenditure basis of calculating the grant for Other Charges this balance shall be deducted from

the next instalment of the Grant.

(ii) The Director shall give at least one year's notice of any changes which Government may think it necessary to

make in the method of calculating the Block Grant.

(iii) A school which proposes to change the method by which its grant for other charges is calculated must give the Director at least six months notice of its intention,
