These numbers shall include teachers on leave, but

not the Principal.or when the Principal is on leave, the acting Principal.

22. (i) The authorised number of clerks and secretaries

shall be as follows :-

For schools of fewer than 500 pupils For schools of 500 pupils or more

(ii) For the purpose of assessing the Grant the salary of a school clerk shall be the minimum salary of the scale for Grade III in the Government General Clerical Service. A clerk shall be required to reach a satisfactory standard in an examination equivalent to the Government General Clerical Service Examination before he passes over the probation step after 2 years' service. A clerk who has served for 5 years on the maximum of Grade III and who has been recommended by the school Principal, may if the Director of Education

approves be promoted to Grade II. Promotion to Grade I may similarly be allowed to clerks who have served for 5 years on the maximum of Grade II. (See Appendix VI.)

(iii) For the purpose of assessing the Grant, the salary of a school secretary shall be that of a Grade II clerk in the General Clerical Service. A secretary who has served for 5 years on the maximum of Grade II and who has been recommended by the school Principal, may, if the Director of Education approves, be promoted to Grade I. In special circumstances and if the Director of Education approves, a secretary with high qualifications or long experience may on first appointment be awarded up to 5 increments on the scale. 23.

The number of subordinate non-teaching staff in any Grant School shall for grant purposes be not more than the number allowed in a similar Government school, and salaries shall be at Government rates. (See Appendix VII.)

Cost of Living

Allowances.

Cost of Living Allowances may be allowed to all Grant school staff at the same rates as for Government staff. (See Appendix VIII.)

At the discretion of the Manager or Committee of Management, and if the exigencies of staffing permit, overseas-appointed European teachers who have completed at least four years' resident service shall be eligible for 8 months leave on full pay. The eight months shall include the time of travel to and from the Colony, and 'full pay' shall include no allowances except Principal's allowance,
