1. As you know, we had a meeting on 2nd March
with Moberly in the Chair, to discuss what further
information should be obtained in preparation for our
meeting with the Financial Secretary, Hong Kong, to discuss
a possible supplementary Financial Settlement and
Defence Contribution. We shall have, in this connection
to ask Follows to come fully briefed on the various points
which will be raised at the discussions including the points
regarding Siamese free rice, "hangover" stores and receipts
from sale of stores. All these matters are dealt with in
your letter to Higham of 4th January, 1950. I enclose a
draft of our proposed communication to Hong Kong on which
I should be grateful for your early comments.
2. On the question of "hangover" stores, I feel
that I must make our position quite plain at this stage.
The matter was discussed very fully in Caine's letter to
Crombie of 5th July, 1948 and so far Hong Kong has only been
informed, in para. 4 of our telegram No. 456 of 16th April,
at 11948, that arrangements were made at the time for
