As Mr. Hall is away sick and Mr. Fairclough is very pressed, I agreed to draft the communications on (i) "Siamese Free Rice", (ii) "hang over" stores, and (iii) proceeds from sale of stores,

see item 3(m) of No.3, and Mr. Clough's letter of 4th January,

(iii) cannot be separated from (i) and (ii) since the latter also involve proceeds of sale being credited either to B.M.A. a/cs. or to the Colonial Office.

It is essential that H.K. should know about all three points and should have some idea of the lines on which both we and the Treasury have been thinking so that Mr. Follows is not faced with arguments which are new to him when he arrives. This is particularly important in the case of Siamese free rice since H.K. has so far only received our savingram of 9.8.48 in which it was suggested the whole amount should be paid over to H.K, whereas we ourselves have since come to the conclusion that the notional B.M.A. period portion should not be paid to H.K., and our dispute with the Treasury is on the notional post B.M.A. portion. H.K. is of course not aware of this change in our views. communication is I hope as non-committal as possible since agreement with Treasury cannot be reached at this stage.

3 Whilst the terms of any H.K. Supplementary Financial Settlement need not necessarily affect Malaya or Borneo territories since these territories have already received assistance from H. M. G. in other forms to a far greater extent than has H.K., yet if we persuade Treasury to agree to waive any claim in respect of "hangover" stores in the case of H.K., obviously the same line would have to be taken in the case of the Federation of Malaya and North Borneo, in view of their financial position, and Singapore and Sarawak and Brunei inevitably reap the advantages accorded to their poorer neigh- bouring territories.

No. 1 on 55413/1/50 has not been answered but perhaps no answer is required in view of the drafts on this file.
