As usual, block provision will be made in this Vote for
the cost of journeys overseas, including Colonial Office representation at various conferences, based on actual expenditure in recent years, If, however, any special mission is anticipated during the year, or in 1953-54 and 1954-55, it would be helpful if I could be so informed so that I can consider the nood to suggost a supplementation of the provision to cover the cost. The provision for overseas travel is likely to be made subject to an approved programac of visits as in 1951-52,
The provision necessary for various overseas Colonial Office posts and Information services made in this Voto is being pursued soparately.
It is unlikely that provision for additional essential services by means of Supplementary Estimate will be possible for this Voto during the course of the year, and approval of those would, therefore, have to be dupondent upon the availability of savings under other items, en unlikely possibility having rogard to the close scrutiny the Estimato is likely to rocoive at the hands of the Treasury. It is, therefore, at this stage ossential to be sure that provision is made for all urgent and necessary services likely to be rcquired in 1952-53,
8. The estimate for the Voto for Development and Wolfare (Colonics, &c.) is being framed in Accounts Department on the basis of forecasts of roquirerionts for both oxisting and new schemos which are being secured from the various administering authorities. No Departmental action is required.
9. So far as the Vote for Colonial and Middle Eastern Services is concerned the attached statement indicates:-
(c) oxisting services.
(i) provision for 1951-52
(ii) forecast for 1952-53 and 1953-54 submitted to Treasury
in Juno, 1951
(b) known now services,
(1) forecast for 1951-52
(ii) foròcast for 1952-53 and 1953-54, submitted to
Troasury in Juno, 1951.
It is requested that stops may be taken to review the nood to continue the servico in either 1952-53, 1953-54 or 1954-55 and the suns required which should be related as necesstry to the figures already given to the Treasury; for information to bo sought (if necessary by reference to Governors (by telegram) or other body concerned) as to the up to date estimate of require- ment for those years, and the latest forecast of requirement for the current year; and in the case of continuing services for a separate letter to be sent to the Treasury asking for approval of the provision of the amount required in 1952-53. The draft lotter to the Treasury should be passed through the Accounts Department,
