Estimates, 1952-53.
1. The Treasury require the submission of the draft
stimates for all Colonial Office services not later than the 1st December, 1951 and, if possible by the 15th November, 1951.

It is unlikely that in the case of the Colonial Office final figures for, e.g. grants in aid, can be fixed by
that date, but it is essential that provisional figures should be ascertained for all services for which provision is likely to be required as a guide to the Treasury of the probablo total Votes roquired.
3. Whore provisional figures only can be made available by the date mentioned it will bo necessary to furnish Treasury with final figuros as soon as possible after that date, and in no caso later than 20th January, 1952. Amendments affecting the total of Estimates will not bo possible after that date.
410 In addition to details of the provision required for 1952-53, the Treasury require the submission of a roturn of the probablo outturn of Votes for the current financial year, and also details of the probable provision requirod in 1953-54 and 1954-55, including an indication of any now servico likely to arise in those years,

In the preparation of those estimates and forecasts the Treasury have called attention to the imperative need to effect every possible economy in. cxpenditure in view of the heavy expenditure of monoy and increasing demands upon the national resources of manpower and materials necessitated by the roarmament programme, The Treasury havo particularly stressed that tho merely desirable service should be separated from the necessary and urgent service, and should be doforred or eliminated. The need for great care in the framing of ostimates has also been emphasised so as to climinate any margin for cuntingencies which may inflate estimatos.
6. Colonial Office requirements for 1952-53 will be provided under three main Votes, viz:-

(a) Vote for Colonial Office.
(b) Vote for Development and Welfare (Colonies, &c.)
(c) Vote for Colonial and Middle Eastern Services.
The Vote for Colonial Office is being prepared in the Accounts Department. So far as salarios are concerned the provision will be on the basis of existing authorities for staff of the various grados required, and of all known authorised charges. Should, howevor, you know of any urgent change in the oxisting position so far as your Department is concerned which will be necessary during 1952-53 or the two later years, it would be convenient if I could be notified of this so that I con consider, in consultation with the
Establishment Officer, whether provision should bu includud.
