I am afraid that I do not quite understand why Col. Russell Edmunds is so cagey about this provision. The £50,000 is the balance of the grant promised for the rehabilitation of the University and according to our information there will be an actual need for this sum during 1952-53. In fact the bulk of this sum will be required to make good a shortfall in the provision for this year and 1950-51.
I have seen the letter which the Chancellor of the Exchequer addressed to the Secretary of State on the 12th November and I do not think that it contains anything in it which will effect the retention of this provision in the estimates. We can, I think, assume that the provision will stand but if I have any difficulties in my negotiations
