Your despatch No. 139 of 20th December, 1950 and paragraph 8 of your telegram No. 206.
Consolidation.
I approve in general your proposals to consolidate portion of present cost of living allowances into Tasic salaries on the understanding that
(a)
I must reserve consent to the proposed pensionable emoluments of senior expatriate officers pending your
consideration of points which will be put to you by letter;
(b) no difficulties will arise as regards

the three armed services and
(c) that these proposals are without prejudice
to further consideration of certain medical salary scales referred to in your savingram No. 16 of the 5th January about which I am addressing you separately.
2. I trust this will enable you to make a suitable statement when estimates are presented on 7th March but while I have been able to agree that a decision on your proposals should not be deferned because Malaya and Singapore have not yet introduced any measure of consolidation, I am anxious that those territories should be made aware of your proposals, if possible before they are announced in Hong Kong. I should therefore be grateful if you would send most urgently to those to whom this telegram is being repeated copies of your confidential despatch No. 139, and enclosure with any other relevant details of your proposals.
