(a) the reduction of the provision for Honoraria for

university engineering students from $11,600 to $11,100

(b) the increase of the provision for Air compressors

from $105,000 to $163,500 to cover unfulfilled indents;

the addition of provision of $167,000, $3,600, and $2,000 for lifts, time clocks, and a camera respectively.

HEAD 30

PUBLIC WORKS NON-RECURRENT

The Director of Public Works explained to the Committee that in the light of more up-to-date information regarding the progress of individual projects it was necessary to adjust certain provisions. The reductions exceeded the increases by $302,450. In addition provision of $50,000 for pedestal and fire hydrants is required on transfer from the Fire Brigade estimates. The Committee agrees with these changes.

HEAD 33

REGISTRAR GENERAL'S DEPARTMENT

The Committee takes note of proposals to revise in the coming financial year the establishment of this department with a view to the creation of one new post of Deputy Registrar General and four new posts of Assistant Registrars in place of three Legal Officers now seconded to the department. When the Assistant Registrars have received some training in their duties, it will be possible to reduce the establishment of Legal Officers by two or possibly three.

HEAD 34 ROYAL OBSERVATORY

The Committee recommends a revision of the number of posts of Scientific Officers, Assistant Scientific Officers, and Technical Officers involving a net reduction of one post and the creation of an additional post of Messenger.

HEAD 35 SANITARY DEPARTMENT AND URBAN COUNCIL

The Committee considers that the provision for Personal Emoluments should be reduced from $4,636,244 to $4,496,316 in view of the large number of vacant posts in the establishment. It also considers that the provision for Anti-rabies measures should be adjusted to $100,000.

HEAD 37- STATISTICAL DEPARTMENT

Consequent on the transfer of temporary staff from the Registration Branch to the Statistical Department the Committee agrees to an increase of $12,000 in Personal Emoluments.

SUBVENTIONS

The Committec took note of the 1951/52 budget for the Tung Wah group of hospitals. It agrees that the subvention should be increased to $3,400,000 in 1951/52 as a result of the additional commitments, including a leprosarium undertaken by these hospitals. The Committee recommends that the provision of $3,600,000 for vernacular schools is adequate for the coming financial year but that the vote for building grants for non-Government schools should be increased by $44,000.
