Recurrent expenditure is .slightly higher by "3,000, solely as the result of the introduction of the new sub-head for courses of instruction abroad, for which provision was previously made under Miscellaneous Services.
A sum of 40,100 is provided under Special Expenditure to cover the purchase of a cash register and a franking machine and for the replacement of the departmental
car.
The total increase on expenditure for the Treasury

With the return to duty of an officer specially trained in the work of co-operatives and his appointment as Registrar of Co-operatives, a new department was set up in the middle of 1950. Provision of $53,861 is made for personal emoluments and 13,900 for Other Charges.

At the same time as the new department of Agriculture, Fisheries and Forestry was established, a new department called the Marketing Department was also set up to combine the activities of the former Fish Marketing Organisation and the Vegetable Marketing Organisation. This now department was placed under the administration of a Director of Marketing, a post concurrently held by the new Registrar of Co-operatives. Expenditure on personal emoluments for the new department amounts to 103,754 compared with the provious combined provisions of 3136,047.
Other Charges amount to 15,000 compared with the previous combined provisions of 19,500. A Special Expenditure item of $3,000 is included for the purchase of motor cycles, with the result that the total expendituro on the Marke ting Department is $121,754 compared with the 1950/51 total of 155,547 for the two marketing organisations.
Loan Expenditure.
In addition to the expenditure provided for in the Appropriation Bill, we are continuing our expenditure from loan funds, but necessarily on a more modest scale as these funds are nearing their end. The amount of 17 million shown as available for expenditure during the coming year chiefly represents unspent balances which will gradually be re-allocated and commitments in the shape of equipment, largely new rolling stock for the Railway, which was indented for some years ago and which is gradually coming forward.
