Special Expenditure is also higher in 1951/52. An additional 570,130 is provided for building grants to non- Government schools and an extra 300,570 for furniture and equipment grants. The major portion of the provisions for these two items, which total a little over 1,800,000, will be disbursed among schools to be constructed in the Now Territorios on a dollar-for-dollar basis. Considerable enthusiasm has been croused over this scheme. As Hong Kong has agrood to moet expenditure up to 10,000 in respect of the Thai Area Mission of the United Nations International Children's Emergency Fund this provision is shown for the first time. Another now sub-head is a non-recurrent grant of $2,500 to the Welfare Fund of the Hong Kong Defence Force. It has been necessary to re-vote the grant of 68,183 to the Imperial War Graves Commission for Stanley Cemetery as the money provided in the previus year was not expended. The only establishment changes are the transfer of a Clerk Class TI to another department and of a Librarian from the temporary staff to the non-punsionable establishment. Personal emoluments show a decrease of 5,342.
In 1950/51, the provision for foos to counsel and solicitors for prisoners and for watchmen were inadequate and in the 1951/52 estimates an additional $5,000 and 10,000 respectively are provided. These incrcases are off-set by the elimination ofthe former provision of 16,000 for Tenancy Tribunal expenses which is no longer requirod and by a small saving of $200 on uniforms. Consequently the recurrent expenditure is slightly lower by 1,300.
The total expenditure shows a decrease of $6,542.
