Expenditure on the emoluments of seconded Army personnel shows a reduction of $41,145. The total reduction on personal emoluments amounts to $39,135. Considerable savings amounting to $295,650 are made on recurrent expenditure. These are made possible by the inclusion of more realistic figures for camp expenses, which are down by $140,000, and training expenses which are less by $159,680. Other savings include $11,750 for allowances to instructors, $10,000 for stores, $10,000 for upkeep of vehicles, $5,000 for rifle ranges, $5,000 for courses of instruction abroad, $2,500 for documentation, $1,000 for publications, and $1,000 for uniforms. The only increases are $35,000 for arms and ammunition, and $5,500 for fuel, light and power. provision for casual labour has been transferred from personal emoluments to Other Charges and shows a small reduction of $1,400. The large sum of $489,976 is included under Special Expenditure for the purchase of special equipment to re-equip some elements of the Hong Kong Regiment with new types of arms. Certain departmental vehicles require replacement and $30,000 is included for this item. During 1950, claims in respect of H.K. V.D.C. were still being deal t with and it was decided to place a limiting date, namely, 31st December, 1951, on the final settlement of all claims. These are not believed to be many and the provision of

20,000 for this item is considered adequate for this purpose. Special Expenditure is therefore higher by $519,976.

The total expenditure on the Hong Kong Regiment is

greater by $185,191.

B. Hong Kong Naval Force.

There are no establishment changes in the Hong Kong

Naval Force and the increase in personal emoluments of

9,230 is entirely due to changes of personnel and increments.

As a result of the experience gained from the last twelve months, considerable adjustments are made under sub-heads of other charges but the total is only $12,010 higher than last year. There is a large reduction of $89,165 in the expenditure on the maintenance of the depot ship "Cornflower". Other savings include $11,416 on clothing and equipment, $10,892 on ammunition, and $2,840 on allowances for instructors. On the other hand, an extra $55,938 is required for allowances for sea training and 52,900 for uniforms. A provision of $17,235 is now required for subsistence allowances and a small increase of $250 is needed for travelling expenses.

The total increase on the Head is $31,240.
