While the contents of the draft as far as they go are satisfactory, it seems to me that some additions are necessary.

(b) We should surely express some appreciation of the careful
detailed assessment of the Colony's financial position as set out in the Governor's covering despatch.
(c) As regards paragraph 10, we should comment on the lines
that we note the difficulties which were met with in drafting the necessary legislation for the compulsory registration of businesses, but say that we are glad to
that these have now been overcome and that the tax has now been introduced (that is, if we know that this has actually been done).

In view of the time which has elapsed since the Estimates Despatch was received, the proper course now is to send a short telegram approving them and to follow up with a despatch on the lines I have indicated above.
