persuade Hong Kong to increase the rate of taxation. A refusal to consider a London loan for the Tai Lam Chung Reservoir scheme was tried as a method of persuading Hong Kong to increase taxation but paragraph 33 shows that a cheaper scheme is now under consideration and that expenditure on it will probably, in due course, be met from the Development Fund. If we want to go back on the taxation question we shall have to suggest some fresh reasons for justifying an increase.
