Apart from the appointment of eight temporary Clerks to vacancies in the approved establishment of Clerks Class III and the transfer of 15 posts of Warders from the pensionable to the non-ponsionable establishment, there are no staff changes. Personal Emoluments show a reduction of $76,976.
The increase of $300,000 for subsistence of prisoners represents the higher cost of rations. An extra $80,000 is required for materials for prison industries but this will be partly set off by increased revenue from sales. A small increase of $5,000 is needed for gratuities and travelling expenses for prisoners because more offenders than last year are due for discharge. Certain economies have been made under other sub-heads but the total recurrent expenditure is higher by $370,700.
Re-votes of two items of Special Expenditure are made. Provision is made for $40,000 to provide arms in replacement of equipment at present on loan from the Police.

With the drawing of bonds of the 1934 and 1940 loans during the year, interest charges are slightly reduced. A small increase in the provision for the sinking fund of the 1933 Loan is however necessary because of a technical adjustment in the exchange rate used for computation from 1/2 27/32d to 1/3d. Provision for interest and redemption of further issues of the Rehabilitation Loan is reduced by $375,000.

Economies of $10,850 and $4,300 are made in Recurrent and Special Expenditure respectively, with the result that there is a not roduction in total expenditure of $4,154.
