The promotion of a clerk represents the only

change which has occurred. Personal Emoluments show a small increase of $388 which is off-set by economies of $1,400 under Other Charges and results in a net reduction on the Head of $1,012.

Head 2. Agricultural Department.

A major change in the staff of this department involving one Head Coolie, two Animal Husbandmen and 72 Farm Labourers is effected by converting these officers from monthly-paid to daily-paid rates. Consequently although there is a decrease in Personal Emoluments there is an increase in the provision for farm and animal husbandry labour under Other Charges. As this sub-head provides for cost of living allowances as well as basic salaries the increase is greater than the decrease in basic pay under Personal Emoluments.

In addition, two posts of Agricultural Assistant are created to replace one post of a higher class and a Motor Mechanic is regraded as a Motor Driver. One post of Foren an Class II has been abolished. reduction in Personal Emoluments is $41,593.

The net

An additional $30,000 is provided for live stock feeds and equipment for animal husbandry, as costs have risen, and an extra $10,000 for similar requirements for agricultural experimental stations. Apart from these increases and the additional $110,000 for labour referred to above only minor changes are made under other sub-heads. The net effect is an increase of $157,000 under Other Charges.

Special Expenditure items total $160,000 compared with $212,500 in 1949/50.

The net increase for this department is $62,907.

Secondments and transfers of Executive

Officers and promotions in the General Clerical Service are the only changes in staff. Personal Emoluments show a decrease of $18,540.
