With reference to No.(7), I also agree with Mr. Fairclough. The slight relaxation of control suggested in Mr. Palmer's minute whereby further reference to the Secretary of State would not be KEXEBEMXXX necessary provided the actual expenditure did not exceed the additional provision authorised by the Secretary of State by more than 10% would, I think, be reasonable.

With reference to No.(8), the arrangement at "X" appears to provide the necessary financial control so long as the procedure outlined by Mr. Palmer is followed.
