With reference to paragraph 3 of (3) there are, in my experience, generally a number of such self-balancing items in the Estimates of a Colonial Territory - i. e. where expenditure is balanced by equivalent revenue which arises directly from the expenditure. It is, however, part of the normal system of financial control that all items of expend- iture included in the Estimates or Supplementary Estimates, whether covered by corresponding revenue or not, should be approved by the Legislative Council and, where necessary, by the Secretary of State. In the circumstances, I myself feel that it would be better for the present practice to continue, and for approval to be obtained from the Secretary of State in such cases in accordance with paragraph 3(a)(ii) of the despatch mentioned in paragraph 2 of No.3.

2. I see no objection to approval being given for the excesses reported in (3) and (4).
