I attach a further letter from the Board of Trade about? rubber conditions in Hong Kong, in particular, the rubber footwear industry. I spoke to Miss Dennehy to find out what was behind this and I gather that one of the U.K. manufacturers has recently spoken to the President of the Board of Trade and that there have been a number of complaints by the industry as a whole to the Board of Trade.
I pointed out that without any
agreed definition about what constitutes "sweated" we should be in some difficulty in answering the questions, but I undertook to pass the enquiry on to you. No doubt . the Labour Advisers will be consulted on the action to be taken and I should also like to see, in due course, as there are certain questions of principle relating to the development of secondary industries in the Colonies.
