We held our Selection Board on Wednesday, and we found that the best of the candidates who came to us was Mr.R.L. Lack whose file is attached.
He does not make a good first impression, but improves considerably after discussion. He has had quite a lot of experience of dealing with Indians with the firm of Kilburn and Company in Calcutta, and seems to have a good commercial head, plenty of self- confidence, and a competent manner.
You will see that he applied also for the Administrative Service, and was turned down, though his interviewers found several things in his favour. The Selection Board for the Commercial posts would be prepared to offer him a job in Nigeria if the Department of Commerce and Industry in Hong Kong does not want him. I think I should warn you however that the people that we interviewed were the best of quite a long list on our books, and that if Mr. Lack is not good enough, then we will have to advertise the post and perhaps wait quite a long time before we can fill it satisfactory, if at all.
Could you let me know as soon as the Director comes back because we would like to get Mr. Lack tied up without undue delay.
