Will you please refer to Boughey's letter to you No.4/Overseas/ 11 F.2.A. dated 14th December, 1948 and Eales's reply to Boughey No.1.F.4/09 dated 21st January, 1949 about sone outstanding claims by the Hong Kong Government for stores supplied to the E.G.S.C., the Government of India and the R.A.F.?
You will remember that the £55 million payment by the United Kingdom Government under the recent general settlement with the Governments of India and Pakistan of Defence Expenditure pertaining to the period up to 31st March, 1947 included Rs.9.77 crores, India's estimate of outstanding claims, and that the make-py of this Rs.9.77 crores was show in a paper which the Indian representatives produced to you during the discussions. In that paper the amount is broken down under the headings "Stores", "Works" and "other items" and the amount shown under "Stores" is stated to take into account, inter alia, of "payments on account of outstanding bills in respect of stores supplied prior to 1st April, 1947 which were not settled by that date, due mainly to the delay in the submission of bills by the parties con- oerned" and "V.K's share of arrear payments in respect of claims by contractors for enhancement of rates or compensation". view of the foregoing, we rather expected that you would have told
