HONG KONG.
With reference to the third sub-paragraph of paragraph 2 of my despatch of 21st April 1949, regarding a claim by the Government of Hong Kong against the Government of Burma for $105,206 in respect of stores supplied by the Hong Kong War Supplies Board. I have been in communication with other Departments on this matter, and it appears that the stores in question are civil stores (Steel Helmets for A.R.P. use and two locomotives), the liability for which should rest on the Government of Burma. It is observed from your despatch No. 169 of 17th July 1948 that the Government of Burma does not dispute the liability but stated that the claim was being referred to "the paying authority". I would suggest therefore that the question of payment be taken up again direct with the Government of Burma.
