May I refer to my letter of 2nd July, 120/overseas/300, about certain alaims concerning the Chinese Jovernment. I ought to have made it clear that our suggestion for offsetting the two claims is without prejudice to our via that the qbligation to reimburse the long-Kong Joverment for the $150,000 rent and damage claim is a matter for the Colonial offiog rether than the War Office. It is also on the understanding that the Hong-Kong Goverment will settle with the individual claimants and that that Government will accept the sum of about £150,000 in full and final settlement.
