The re-deployment, spread over a considerable
period, of large numbers of Chinese troops
through the Colony of Hong Kong to North China,
Japan, etc. after the Japanese surrender
resulted from an operational agreement at the
highest level made with the Chinese and
American authorities. The C. in C. Hong Kong
was required by the Chiefs of Staff to make
facilities for this and he in turn
available
deputed the G.0.C. Eong Kong to make the
necessary arrangements. I append an unparaphrased
copy of the first two paragraphs of C. in C. Hong Kong's
Secret signal 030238 Z. of the 3rd February 1946 to
Embassy Chungking, which is relevant.
I don't think there can be any doubt that
the provision of transit accommodation for these
Chinese troops was an imperial military commitment...
