Now that you have inherited Bancroft's
worries, may I invoke your assistance in our
attempt to settle a claim on H.. by the Hong Kong Government gat

When the general financial settlement was arranged between H.M.G. and Hong Kong, H.M.G.
agreed to pay Hong Kong £1,000,000 "to assist
the Colony in resolving problems arising out
of expenditure connected with the war. #1
When the terms of the settlement were accepted
by Hong Kong, the Governor was under the
impression that certain claims in respect of
denial measures taken before the Japanese occupied the Colony (chiefly the sinking of
ships) would be accepted as a liability of the
United Kingdom Service Departments. Hong Kong
were informed that this was not necessarily the
case and whether the United Kingdom Service Departments could accept liability could only

be shown after examination of claims in the light
of the existing practice of the respective
Departments and of the facts in each case.
Certain preliminary steps to carrying out such an
examination are now under consideration, but it
