I suggest in view of the time that has elapsed since this question was first raised, thet it would not be unreasonable to convey to the Soviet Authorities that unless the liong Kong Government's claime can be met at an early date, they will have no alternative but to follow the course proposed. The precise line of approach will, of course, depend on what is being done by the Soviet uthorities in regard to the type of claim mentioned in the fifth paragraph of HacDougall's letter. If there are any difficulties in the way of taking the stand auggested abovc, perhaps you would be so good as to let me know.
