4. At the same time the Hong Kong Government point

out that the two wrecks "Simferopol" and "Svirstroi" are

deteriorating fast, that they have however a scrap value,

but that the longer the delay the less this value

becomes.

They therefore propose that the agreement

be

of the Soviet Government is sought to the sale of the

two wrecks by the Hong Kong Government and to the

deduction from the poyceeds of that Government's expenses

up to the date of sale, the balance of the proceeds

to be placed in deposit pending a decision on the Soviet

claim to compensation from the British War Risks

Insurance.

5. The expenses involved amount to H.K.85,002.80

(£312: 13: 6d.) in respect of the "Svirstroi" for the

period 1st January 1947 to 31st March 1948 and

H.K.$1,362 (285: 2: 6a) in respect of the "Sergei Lazo"

for the period 1st September 1945 to 31st May 1946.

(N. B. The "Sergei Lazo" claim is that made in 1947

unchanged). There is no claim in respect of the

"Sergei Lazo" for the period subsequent to 31st May 1946

and none in respect of the "Simferopol" for the period

subsequent to 31st December 1946. Charges in respect of

the "Svirstroi" subsequent to 31st March 1948 are not

yet known in London.
