Approval is requested to the lease by private treaty of 11,140 square feet which is known as Section "A" of Lot 171 in Tsun Wan Demarcation District
390 to Mr. J.H. Ruttonjee, C.B.E. There is a dispensary on the lot which was constructed by Mr. Ruttonjee at his own expense and in 1934 Mr. Ruttonjee surrendered the lot to Government and the dispensary has since been run by Government. Mr. Ruttonjee now wishes to take over the dispensary, staff it and run it at his own expense. He intends that the treatment should be free and plans to add to the existing building as the work expands. I welcome this proposal and recommend that Mr. Ruttonjee's generous offer be accepted. With your approval the land would be granted on the following terms:-

Grant by private treaty.
(2)
For 99 years from the 1st July, 1898 less three days.
(3)
Free of premium.
(4)
Nominal Crown rent at $10 per year.
(5)
Reservation of the right of the Crown to charge a premium and full Crown rent at the
rates current at the time if the place should cease to be used as a free dispensary or hospital.
