I refer to your letter of the 12th March with which you enclosed a draft of a reply to Viscount Hinchingbrooke about war damage in Hong Kong.
I attach draft, incorporating our suggested amendments. I do not think we should say anything at this stage about claimants remaining in Hong Kong for the time being, as nothing has so far been said publicly about the proposals contemplated, which have yet to be approved.
