I have the honour to request permission for the grant by private treaty to The Salvation Army of a piece of land measuring about 7,150 aquare feet at Nathan Road, Kowloon, on the terms and conditions set out in the enclosure for the purpose of establishing a permanent headquarters and centre, administrative offices, storeroom for relief supplies, and quarters for three married officers.

The Salvation Army maintain the only "approved school" in the Colony. They also run a free school which provides education for 500 children, maintain an orphanage, and undertake to provide shelter for a number of street sleepers. Their activities extend to many other branches of relief work and it may fairly be said that they actively interest themselves in a wider range of social welfare work than any other organisation in the Colony. Their assistance to the Government Relief Section in the early days of the re-occupation of the Colony was invaluable, and they are now undertaking the care of European evacuees from North China. I am of the opinion that the scope and value of their activities fully justifies the grant of this land at a nominal premium.
