I have the honour to refer to your despatch
No.78 of the 15th April, 1948, forwarding a
petition addressed to the Right Honourable
The Earl of Listowel by "The Association for
Claiming Compensation for losses of Feople's
Property at the Kai Tak Air Field".
2. I should be grateful if you would inform the
petitioners that, at Lord Listowel's request,
their petition was transsitted by you to me, and
that I have considered it, but see no good grounds
for varying the decisions already taken that
compensation for land should be based on values
prevailing on 1st Septe aber, 1945, and that no
compensation should be awarded for buildings
demolished, The petitioners may further be
informed that, while it may prove possible to
grant land in exchange in some individual cases,
it is not practicable to introduce any general
provision to give a right to receive land in
exchange, instead of cash compensation, in all
