1 had hoped to have disposed of this before now by the discovery of references I think so far looked up have evaded other references (e.g., Jack's Digest, Veterans) in the file.
I have now seen the precedent mentioned by the Governor in despatch at (1) (the Annexed Volume N°3 gigas). The Sham Shui Po exchange was recommended by the Governor, who forwarded a memorandum setting out the conditions of the proposed exchange. The Governor asked for (and obtained) approval to effect exchange in similar cases (Despatch 180 of 21/5/14 from Hong Kong and 152 to Hong Kong). In the present case, no indication of the proposed conditions has been given and the probable explanation is that negotiations have not yet begun. It can, by the same token, be taken for granted that the Governor will see that all necessary conditions are imposed (including...).
