It must have been dis- couraging in the extreme to Mr. Jennings to find that his Report, on publication, aroused some adverse comment from the Press, but I am sure that he realises that this Government appreciates to the full the excellent work that he has done in indicating how this Government has failed to follow the instructions which you have laid down.

It will no doubt be necessary to inform the Legislative Council further of the matters dealt with in this despatch, and I suggest for your consideration the advisability of laying copies of this despatch and of your reply on the Council table in due course.
