foreign countries the Council spend over £145,000

The very large amount of money spent on students (which does not include the cost of passages) is a special feature of the Council's China budget, justifiod by the oxceptional importance of the
intellectual class in China and the financial chaos
that makes it unprofitable to spend sterling in China. Future developments depends very much on how sɔɔn the expenditure on personnel and maintenance can be roduced to more reasonable proportions. It is hopod to increase the number of subsidised posts and, in a
year or so, to reopen an office in West China (probably
