does not correspond to rea ity. According to the offical reports of the representatives of the Soviet Military Command of the naval base of Port Arthur, General Tung Yang-ping's group was afforded full opportunity of studying the situation in the Port Arthur area and at Dairen.
The group was assisted in studying the various public organizations, the industrial undertakings and the work of the railway tranport and the port of Dairen, and was also given information on other questions of interest to General Tung Yang-ping. On the eve of his departure from Port Arthur, General Tung Yang-ping and the plenipotentiary of the Chinese MFA Chiang Tsiang-fei in conversation with official Soviet representatives expressed satisfaction at the assistance accorded to General Tung Yang-ping's group by the Soviet Military Command.
is for the mention contained in the Chinese MFX's communique of the Soviet Government's agreement to give China support and military assistance and also to respect Chinese sovereignty over the Three North-Eastern Provinces (Manchuria), the Soviet Union has carried out these obligations in full by liberating with its armed forces the above mentioned Three North-Eastern Provinces of China from the Japanese imperialists and, respecting Chinese sovereignty, then withdrew its forces from those Provinces.
In the light of the above, the communique of the Chinese MFA, which tendentiously distorts the facts, cannot but be regarded as a statement calculated to assist the campaign hostile to the Soviet Union now being pursued in China, in which, apparently, certain Chinese and foreign circles close to them are most interested, so as to distract attention from problems of the internal situation.
