Agreomont regarding Relations between the Commander- in-Chief of the Soviet Forces and the Chinese Administrative Authorities after the Entry of Soviet Troops into the "Three Eastern Provinces" of China during the Prosent Joint Military Operations against
Japan.
The National Government of China and the Pracsidium of the Supreme Council of the Union of Soviet Socialist Republics, desirous that relations between the commander-in-chief of the Soviet forces and the Chinese administrative authorities after the entry of Soviet troops into the "Three Eastern Provincos" of China during the prosent joint military operations against Japan should conform to the spirit of friendship and alliance existing between the two countries, have agreed on the following:-
1.
After the Soviet troops enter the "Three Eastern Provinces" of China as a result of military operations, the supreme authority and responsibility in all matters relating to the prosecution of the war will be vested, in the zone of operations for the time required for the operations, in the commander-in-chief of the Soviet forces.

The National Government of the Republic of China shall appoint a representative and a certain number of assistants, who shall, in territory already recovered, have the following duties:-
(a) To establish and direct, in accordance with the laws of China, an administrative organisation for the territory cleared of the enemy.
(b) To establish co-operation between the Chinese armed
forces, both regular and irregular, and the Soviet forces in recovered territory.
(c) To ensure the active co-operation of the Chinese
administrative organisation with the commander-in- chief of the Soviet forces and, specifically, to give the local authorities directions to effect this in accordance with the requirements and wishes of the commander-in-chief of the Soviet forces.
3. To ensure contact between the commander-in-chief of the Soviet forces and the representative of the National Government of the Republic of China, a Chinese military mission will be appointed to der-in-chief of the Soviet forces by the National Government of the Republic of China to accompany his headquarters.
In the zones under the supreme authority of the commander-in-chief of the Soviet forces the administrative organisation for liberated territory of the National Government of the Republic of China will maintain contact with the commander-in-chief of the Soviet forces through the representative of the National Government of the Republic of
China.
