His Majesty's Government's policy towards China.
1. The most recent public statement of His
Majesty's Government's policy regarding China was
made in the House of Lords in a debato on China on
January 23rd, 1947. copy of the Lord Chancellor's statoment on that occasion is annexed heroto (Annex A).
The policy outlined on that occasion remains unchanged.
Its main feature is a reaffirmation of the Moscow
declaration of Decomber, 1945, when the British,
American and Soviet Foreign Ministers "were in
agreement as to the need for a unified and democratic
China under the National Government, for broad
participation by democratic elements in all branches
of the National Government, and for a cessation of
civil strife." The three Foreign Ministers at the
same time re-affirmed their adherence to the policy of
non-interference in the internal affairs of China.
2. In its practical application to prosent
conditions in China the most important aspect of the
policy is that of non-interference in the internal
affairs of China. In pursuance of this policy His
Majesty's Government have refused for the past year or
more, and continue to refuse, to supply to China arms
or other materials which could be used in the
prosecution of the civil war now being waged between
the Nanking Government and the Chinese Communists, tho
need for a cessation of which was stressed in the
Moscow Declaration.
