Regret delay in sending reply. I fear there is no possibility of financing these projects from Colonial Development and Welfare funds, since this would, in fact, mean increasing Hong Kong Colonial Development and Welfare allocation by £3 millions (any loan from Colonial Development and Welfare vote counts against the total of £120,000,000 available under the 1945 Act). I propose to discuss alternative methods of financing these projects with Followe on his arrival and will telegraph further as soon as possible.
