I should doubt whether the Colonial Development Corporation would be interested, but Mr. Wallace's State lottery suggestion ought certainly to be carefully considered. no suggestion in Sir Stafford Cripps's recent explanation of the rejection of a State lottery here that it was regarded as a matter of principle. As I recall it, he confined himself to indicating that in the Government's view a State lottery would not be a success. I imagine that the contrary would be the case in Hong Kong and I hope that the idea will not be turned down here on the ground of principle and that the Governor of Hong Kong will be invited to give his views.
I have mentioned this to Mr. Bourdillon, and he said that he would be interested to see the file in due course.
