Mr. Sloss, the Vice-Chancellor of the University of Hong Kong, has sent directly to me the enclosed application for grants to the University from the higher education allocation under the Colonial Development and Welfare Act. I have explained to Mr. Sloss that before I can bring the application before the Colonial University Grants Advisory Committee, the application must be considered by the Colonial Office since the Grants Committee is merely advisory to the Secretary of State.

I shall be grateful to know (a) whether I may submit this application to the next meeting of the Executive Committee of the Inter-University Council (on the 21st May), and if so, whether there are any comments from the Colonial Office which you would wish brought to the attention of the Executive Committee; and (b) whether you wish the application to be referred for consideration by the Grants Committee at its next meeting which will probably take place at the end of this month or the beginning of June.

As this is the only copy of the application available, I should be grateful if it could be returned to me by Tuesday, the 11th May, as I shall have to issue the agenda for the Executive Committee, including copies of this application if it is to go before them, by not later than Wednesday, the 12th.
