MALAYA: APPLICATION FOR ASSISTANCE FROM THE

C. D. & W. HIGHER EDUCATION ALLOCATION.

The following cable, dated 4th May, 1948, has been received by the Colonial Office from the Governor of Singapore:

"I have been much perturbed to learn indirectly that calls already made on central fund of Colonial Development and Welfare Fund in respect of Higher Education in the Colonies are making serious inroads on balance of funds available. For past year, local proposals for contributions from fund have included a sum of £1,000,000 towards capital expenditure in con- No formal re- nection with the proposed University. quest has been put forward for such contribution pending decision on Report of Carr-Saunders Commission and be- cause it was not thought that there was any particular urgency to do so. Carr-Saunders Commission estimates capital expenditure to be not less than £3,000,000. has always been clear to High Commissioner and myself that if the Carr-Saunders Report is accepted, it will be quite impossible for our Governments to meet the whole cost. We therefore desire to represent most urgently that the sum of £1,000,000 at least which stands in our tentative proposals for contribution from C. D. and W. Fund should be reserved for the time being pending decision on Malayan University project."

2. A comment on this application by the Eastern Depart- ment of the Colonial Office will be submitted later.

3. The advice of the Committee is requested on the question of what guidance can be given to the Malayan authorities on the general limits of the financial assistance which may be given to the university institution in Malaya from the higher education allocation.
