did not fully meet the requirements of the Colony itself, it could be argued that the grant of £250,000 not given by H. M. G. could be used for development so as to meet these requirements

University students came from Malaya. present project for a Malayan University should mean that in a few years there should be no more Malayan students going to Hong Kong University, thereby prima facie reducing the number of British Colonial students attending the University.
