The Council reconsidered the claims that had been placed in second priority, and noted that the million earmarked for regional colleges in West Africa provided for one of these claims. For the reasons already mentioned the Council did not consider that a reserve fund need be maintained, and agreed therefore that the figure of £500,000 for areas' could remain in a second priority category.
