2. TERMS OF REFERENCE.

"To consider and report on the most satisfactory methods of meeting the needs of Hong Kong for improved medioal and health facilities over the ten year period 1946-1956, with due regard to the most pressing problems."

3. DIVISION OF SUBCOMMITTEE.

A medical and hospitals group and a public health

group were formed.

4. MEETINGS OF THE MAIN SUBCOMMITTEE.

The Suboommittee met on four occasions and a number of meetings of the two constituent groups took place.

5. SPECIAL STUDIES.

Detailed consideration was given to the proposals already submitted to the Colonial Development and Welfare Committee, to papers contributed by Mr. R.S.W. Paterson, Wing Commander S.E. Faber, Dr. A.M. Rodrigues and Mr. I. N. Chau and to the "Report of the Technical Committee for the Reorganization and Improvement of Existing Official Hospital and Clinical Facilities of the Colony of Hong Kong, 1938-1939". Certain of these contributions are appended.

6. FINDINGS.

While we are fully aware that a Housing and Town Plan- ning Subcommittee was appointed to consider the housing problem, inter alia, we feel that the question is of such fundamental import- ance from the public health standpoint that we may be forgiven for what otherwise might be regarded as trespassing upon the territory of our colleagues.
