Governor's despatch No.89 of 16th April, 1947,
Colonial Development and Welfare Fund.
Local Development Committee has now submitted recommendations for preliminary scheme covering a five year period commencing 1948 for rural development, agriculture, forestry, fisheries, educational culture, public health and public works, The shortage of building materials and need for concentrating on rehabilitation of war damaged property rather than new developments, has made it necessary to advise postponement of a mumber of important projects, chiefly under the Head of Education and Public Health, which would involve large scale new building, but in view of instructions in paragraph 15 of Lord Hall's circular despatch of 12th November, 1945, the Committee feels it undesirable to postpone the initiation of other projects no less vital which do not involve extensive building. The proposed expenditure during the first year la 565,513 (sterling) made up as follows:-
