A formal application for a full or (if this is not possible) for an interim grant should be submitted in the usual way as soon as possible thereafter. No issues can be made from the C.D. & H. Vote against any project until a formal scheme has been approved.
(iv) A mere assurance that a scheme is likely to be favourably considered is not sufficient authority for expenditure to be incurred, and no expenditure incurred in advance of approval on the strength of such an assurance will be eligible for reimbursement.
(v) Where a Colonial Government engaged on works already covered by an approved scheme foresees that the scheme cannot be completed without an excess over the original estimate, the Colonial Government should notify me at the earliest point when the possibility could reasonably bo anticipated that the authorised limot of expenditure is about to be exceeded. (Notification through the normal progress reports will not be sufficient to discharge this obligation). The Colonial Government should notify mo at the same time of the amount of supplementary expenditure for which approval is required. Expenditure in excess of the amount authorised under the original scheme should not be incurred until my approval of the supplementary expenditure has been signified to the Colonial Government concerned.
