Your despatch No. 244 of the 23rd October 1947 ja under discussion with Pollous, In my reply I om proposing to suggest that projects such as manufacture and distribution of fertiliser and vegetable marketing scheme should be on commspojal lines and that asalstange towards establishment of fertiliser factory and towarde provision of lorries for transporting vegetables should therefore be partly 10 not entirely by leau.

I am of opinion that any grant approved for village depots should therefore be on condition that services performed by depots on behalf of these two projecta should be paid for and receipts credited to the achowe in diminution of the grant. It is unlikely that a tree grant from Colonis) Development srd Welfare cources could be approved without this condition, and alternative would be a Colonial Development and Welfare loane
